DALLAS - August 5, 2025 - Pegasus Park has appointed Dr. David E. Snow as the campus's first Executive Director, where he will lead multi-year strategic planning, ecosystem growth, business development, and foster regional collaboration across the biotech, academic, and nonprofit sectors.
Dr. Snow brings more than 15 years of experience at the intersection of research, entrepreneurship, and economic development. Most recently, he served as President and CEO of the University of Arkansas Technology Development Foundation (UATDF), where he led the financial, operational, and strategic direction of the Arkansas Research & Technology Park. Under his leadership, the foundation doubled its revenue, tripled net assets, acquired a $20.5M facility, and led multi-phase planning to expand the park into a 2.5 million square-foot mixed use innovation district.

He also co-led the establishment of the Institute for Integrative and Innovative Research (I³R) and The Collaborative innovation hub in Bentonville as interim Vice Chancellor for Economic Development at the University of Arkansas. Dr. Snow also previously led commercialization and IP strategy at Texas Tech University, where dramatic increases in invention disclosures, patent filings and licensing revenue were realized under his leadership.
A Certified Licensing Professional and Registered Patent Agent, Dr. Snow is recognized for his ability to connect research and innovation with real-world impact. He has launched startups, developed proof-of-concept funding models, and built cross-sector partnerships among academia, industry, and government.
Dr. Snow holds a Ph.D. in Chemistry and a BA in Biochemistry from Texas Tech University. In addition to his professional roles, he has served as a National Science Foundation panelist, former board member of the Fayetteville Chamber of Commerce, and member of the Biotechnology Innovation Organization (BIO) Technology Transfer Committee.
